Citizens Property Insurance Roof Requirements: The 2026 Homeowner Playbook
For a growing share of South Florida homeowners, Citizens Property Insurance isn’t a choice — it’s the last door open. And whether that door opens often comes down to one thing: the roof. Here are Citizens’ actual roof requirements as of 2026, where the flexibility hides, and how to get an older-roof home through underwriting.
First, who even qualifies for Citizens
Citizens is Florida’s insurer of last resort. You’re generally eligible only if no authorized private carrier will write the home — or if the private offers run more than 20% above Citizens’ comparable premium. That’s exactly why its roof rules matter so much: for homes the private market has walked away from, Citizens’ thresholds are the end of the road.
The age caps (current as of Citizens’ March 2026 guidance)
Citizens requires documentation of full roof replacement for:
- Shingle and other “soft” roofs older than 25 years
- Tile, slate, clay, concrete, or metal roofs older than 50 years
Inside those windows, age alone doesn’t disqualify you — but condition still can, and homes over 20 years old need a four-point inspection (roof, electrical, plumbing, HVAC) as part of the application.
The escape hatch: five years of remaining useful life
Past the age caps, there’s still a path: submit documentation that the roof has at least five years of remaining useful life, and Citizens’ underwriters review it for an eligibility exception. That documentation is a roof condition report from a licensed roofing or general contractor — photos, condition findings, and a stated remaining-life estimate. It’s reviewed, not rubber-stamped: patched-over problems, saturated decking, or brittle field tile will fail it. But a genuinely maintained older roof can and does clear.
What this looks like in practice
The 27-year-old shingle roof: past the cap. Realistically, this roof is getting replaced — few quarter-century shingle roofs in South Florida sun can honestly certify five more years. The upside: a new roof doesn’t just restore eligibility with Citizens, it usually re-opens the private market, which often beats Citizens on price for a home with a current roof.
The 35-year-old tile roof: well inside the 50-year window. The battleground here is condition and the four-point, not age. Cracked field tile and failed underlayment are what kill these applications — sometimes a tile roof repair-and-recondition gets the inspection passable without full replacement.
